Our story: 3C Development Group  (3CDG)  was founded on a simple but enduring belief, we were inspired by our shared guiding principle: “All things work together for good” — Romans 8:28. This belief is not presented solely as a religious statement, but as a methodological approach to how we collaborate and developing.

The name “3C” represents two layers of meaning:on one level “3C” simply stands for the first initials of our three founders of Ching Fung (Jackson), Celine, and Christopher, which reflects that we’re one unified group with aligned values. And on the another level “3C” also represents one sprit  of ‘Complus,’ a combination of ‘come’ add a ‘plus,’ which reflects our believe that the complexity and challenges can be transforming into iteration progress when guided by the right people, all strengths are combined and commitment to outcomes is elevated to “plus” when clients and partners “come” to engage with us.

We collectively come to create lasting value when all things work together for good. Our philosophy and belief system shape how we think, how we collaborate, and how we develop. 3C transparently inform every community we plan, every relationship we cultivate, and every project we deliver.

Jackson Sun

Ching Fung (Jackson) is a Co-Founder of 3C Development. With a focus on full cycle real estate development and underwriting analysis. Jackson has developed comprehensive financial models and underwriting analyses covering over 100 residential and commercial units. He brings a strong command of land entitlement regulations and approval processes, and is highly skilled at integrating multiple land sources into clear, visualized models that support disciplined underwriting, feasibility analysis, and capital structuring. He is also a licensed Engineer-in-Training (EIT) in California. 

 

Education: he holds a Master of Real Estate Development from the University of Southern California (USC) and earned his undergraduate degree in Civil Engineering.

Celine Peng

Celine Peng is a Co-Founder of 3C Development. She grew up in a family with a deep construction background and cut her teeth in architectural design. Prior to founding 3C with her two trusted partners, Celine was already a self made entrepreneur who built her first business from the ground up in California beginning in 2017, successfully operated a licensed construction company.

With nearly a decade of experience spanning design, entitlement, construction management, and asset disposition (DECA), Celine has been deeply involved in projects governed by California’s 5th and 6th Cycle RHNA regulations, completed 75 units and overseen over $120 million in cumulative transactions. Celine is recognized for her “know-how” in integrating the full DECA lifecycle into disciplined end to end execution. She stands behind each project at 3C with accountability to both the company and their limited partners (LPs).

 

Education: she holds a Master of Real Estate Development from the University of Southern California (USC) and earned her undergraduate degree in Design.

Christopher Wong

Christopher Wong is a Co-Founder of 3C Development. Coming from an architectural family, he has developed a long standing sensitivity to design and spatial quality, supported by a strong background in architectural design and real estate development. 

Prior to co-founding 3C Development, Christopher worked at Toll Brothers as a Design Manager, contributing to planned unit development (PUD) community products across multiple California regional markets. His design experience spans over 300 residential units, giving him a mature understanding of aesthetics, spatial planning, and housing typologies at scale.

Christopher has deep familiarity with California design codes and entitlement standards and approaches design with a strong market and cost awareness mindset, ensuring projects are not only visually refined but also constructible, budget aligned, and market appropriate. He is also highly knowledgeable in California energy codes and sustainability standards, positioning him at the forefront of energy efficient and sustainable housing design.

 

Education: he holds a Master of Real Estate Development from the University of Southern California (USC) and a Bachelor of Architecture from Cal Poly Pomona.
